AFRL and the Oho Federal Research Network, led by WSU and OSU, are working together with the new AFRL/Ohio beyond line of sight UAS test center in Springfield, which provides a one of a kind test environment to explore, develop and demonstrate complex system-of-systems. The intent of this work is to rapidly perform the research and then evaluate the new system-of-system solutions in realistic operational environments. A key element of the AFRL research, development, test, and evaluation process for systems of systems includes the development of DOD and Commercial trust technologies. By leveraging this local UAS test center, AFRL will be able to shorten the cycle of the research and evaluate trusted mission solutions for a wide range of DOD and commercial applications in cost effective manner. Funding for this project will be used by AFRL for research, mostly conducted at the AFRL UAS test center in Springfield, to develop technology for the next generation of Air Force systems.

40. What is the community issue or need that your project will address?
The rapid evolution of UAS technologies is fueling the exponential growth of the commercial drone sector, and as a result, creating new low cost novel concepts of employment, that create new engagement opportunities for our current defense and commercial systems. Commercial interests and a large and active open source community have enabled a very rapid development and improvement of UAS/UGV capabilities in general, which properly integrated could very cost effectively and rapidly enhance the U.S. warfighters and the commercial autonomy industries. The focus of this effort would be on trustworthy, scalable and modular system of systems solutions such that are deployable in multiple commercial and defense applications on a variety of platforms and work with different sensors, platforms, and varying conditions. The solutions developed and demonstrated by this test and evaluation process directly support the wide range of commercial applications as well as multiple applications.

The OFRN over the past 12 months has invested approximately $15.8M Statewide. Of that Statewide funding ~$5.2M has been awarded to the Dayton Region Universities and this has resulted in $100M of new proposal by regional Universities and that has resulted in $30M of new awards over the past 3 months. The rule of thumb for each $1M of investment this equates to ~6 to 8 new high tech jobs. Therefore taking the regional Ohio investment and the potential of this Federal funding results in approximately 300+ new direct jobs in this region.

The current federal annual research in this region is approximately $125M. Assuming that this funding will impact approximately 10% of the existing workforce of approximately 600 to 700 in these research areas, this would save approximately 60 to 70 existing workforce members.

Given the new beyond line of sight AFRL/Ohio UAS test site in Springfield, Ohio that provides a one of a kind test environment to explore, develop and demonstrate complex system of system solutions, the federally funded and industry funded research has the potential to grow significantly. Since the intent of this work would be to rapidly research and evaluate new system-of-system solutions and develop the trust methodologies required to provide rapid, cost effective, and trusted mission solutions for a wide range of DOD and commercial applications the growth potential of $175M – $200M in annual new R&D in the region over the next 5 years is highly probable. Again using the same estimates as in previous questions this equates to greater than 1000 new jobs over the next 10 years.

The jobs created by this funding are mostly highly skilled scientists and engineers. (Salaries ranging from $60K to 140K. In addition this will require highly skilled technicians that will also command very high salaries >$50K)
