The Clark State Performing Arts Center and neighboring Hollenbeck Bayley Creative Arts and Conference Center provide a home for arts entertainment in Springfield and a centrally located space for conferences and events. At 24 years old, the Clark State Performing Arts Center is in need of critical renovations in order to serve the many patrons that frequent the Center every year. In addition, a covered walkway connecting the two venues is planned to increase the size and scope of events that can be held in Downtown Springfield.

Community Impact and Job Creation
40. What is the community issue or need that your project will address?
The Clark State Performing Arts Center is a 24-year-old facility that is in need of critical updates to its interior and exterior. In addition to the roof replacement, the Center’s carpet and seating have worn significantly with age, and its HVAC system is outdated and inefficient, creating an uncomfortable environment for patrons and increasing the Center’s energy costs. The dimmer rack, which communicates with the computer lighting console to control and automate the dimness/brightness of the lights, is also in need of replacement. Additionally, a covered walkway between the Performing Arts Center and Conference Center is needed to create ease of access for guests and to attract larger events that will utilize both spaces. Finally, the security camera system at the Performing Arts Center and neighboring Conference Center are limited and do not cover critical points of entry, causing a lack in safety for staff and guests.

Success of the project will be measured by the following: number of tickets sold; number of events held; number of events utilizing both venues; average number of attendees; participation in numerous arts outreach programs.

Renovations are expected to increase business at the Center, resulting in 1-5 new jobs.

The Performing Arts Center and Hollenbeck-Bayley Creative Arts and Conference Center employ 10 full time employees, 18 part-time staff members, and 22 student workers. In addition, the Center relies on over 80 volunteers throughout the year.

While the project is not designed to create a large number of new jobs, the current jobs at the Performing Arts Center and neighboring Conference Center will be retained. In addition, the success of the Performing Arts Center results in numerous economic benefits to Downtown Springfield and the surrounding area’s hotels, restaurants, and local businesses.

Additional Information
53. Should the state consider a state capital budget bill in late 2017 or early 2018, I would like my project to be considered for a special PDAC state capital budget project list. The Coalition reserves the right to remove projects that are ineligible under state guidelines.
