This is a multi-phase, multi-partner project to develop the former Delphi Home Avenue Plant. It involves the development of the Wright Factory Buildings 1, 2 and 17 as apart of the Dayton Aviation Heritage National Park with the National Park Service and the restoration of Buildings 3-5 in partnership with the National Aviation Heritage Alliance. Joining the project as a partner in 2017 is the Dayton Metro Library, as it will be located within the 54 acre site and adjacent to the Wright historic buildings. The library is one of the partnering organizations anticipated to become a part of the project. This request is for the necessary funding for the National Park Service to conduct an Historic Structures Report and Unit Plan.

The Department of the Interior, National Park Service, Operations of the National Park Service funding is the source of federal funding for the planning studies.
Community Impact and Job Creation
40. What is the community issue or need that your project will address?
This project will preserve and restore one of the most historic aviation sites in the world, the Wright brothers' original airplane factory. This is the first aircraft manufacturing factory in the US and the world's oldest such structure still standing. The National Park Service is expected to acquire the most historic buildings at this site (Buildings 1, 2, and 17) in 2017 and begin work on restoring these structures. The planning studies must be completed by the Park Service before they can begin the restoration of the buildings. That restoration work will complement the adaptive reuse of the space and surrounding historic structures and it will provide one of the most unique locations in the world to host aviation and aerospace research and manufacturing activities. In addition, the development of the site will help transform the west side of Dayton by bringing employers and jobs to the site and a neighborhood that has seen over 50 years of disinvestment.
41. What is the measurement that will be used to determine whether the project was a success?
There are three measures of success for this project. First is the preservation and restoration of one of the most historic aviation heritage sites in the world. Failure to acquire the site could lead to the demolition of the site or sale of the site to others for private use. Second measure of success is the increase in visitation to the Dayton Aviation Heritage National Historical Park and the economic activity associated with heritage tourism in the Dayton Region. The third measure of success is the creation of businesses and jobs associated with the aviation and aerospace industry at the former Delphi plant

If funded, the Dayton Aviation Heritage Development Project will generate jobs due to planning, construction, and commercial site development activities within the 54 acres. Similar to other commercial sites in the Dayton region, the property is expected to be host to new businesses involved in the aviation/aerospace industry.

The Dayton Aviation Heritage National Historical Park employees approximately 30 employees. With this project fully funded it will not only sustain those positions but generate additional jobs at other aviation heritage locations. it is also expected to generate an increase in employment within the hospitality industry in the Dayton region due to an increase in heritage tourism.

Sustained, permanent jobs (next 10 years) 101-250. The NAHA Economic Impact Model (prepared by Economic Stewardship Inc, Sturgeon WI) projects 141 new jobs based 100,000 new visitors to the Dayton Aviation Heritage National Historical Park as a result of restoring Buildings 1 and 2 and opening them as Wright Factory Unit Interpretive Center of the park. In addition, it anticipated the location as the "first aircraft manufacturing building" can help draw new aviation and aerospace business activity to the Dayton region.

An increase in visitation to the Dayton Aviation Heritage NHP will require additional manpower within the park. Those federal positions will be involved in supervision, maintenance, educational programming and interpretation of the site and historic artifacts. The average grade levels of those new positions will be within the salary range projected above. In addition, as the site is commercially developed with new businesses, there will be jobs associated with the aviation and aerospace manufacturing. Those positons are also expected to pay within the projected salary range.

The is NO opposition to this project and it is supported by all of the aviation heritage organziations in the National Aviation Heritage Area. In addition, the project has been strongly embraced by the neighborhood groups in the west Dayton area. Supporting funding from the project has come from the West Dayton Development Fund.
