SEC/VA has designated the Dayton VAMC as the site to house the National VA History and Heritage Center. Local and SEC/VA engineers have determined two Dayton VAMC facilities (Buildings 116 and 129) are required to house this center. Building 116 will provide public access to the center, while building 129 will be used for artifact storage and restoration. Six projects are required to complete the center - a stabilization project for each building, a renovation project for each building, and a restoration project for each building. The total cost of these six projects (budgeted from fiscal years 2016 - 2022) is $23.7M ($2.1M for stabilization, $$8.9M for renovation, and $12.7M for restoration).

The Dayton VAMC has already awarded the buildings 116 and 129 stabilization contracts in FYs 2016 and 2017 - total funded is $2.1M.

The $4.5M requested in this PDAC submission accelerates the Building 116 renovation project from FY 2019 in the VA construction budget to FY 2018. Also note, the Dayton VAMC has sufficient engineering and contracting staff to also accelerate the the $4.4M Building 129 renovation project from the 2020 VA construction budget to FY 2018 should funds be made available

40. What is the community issue or need that your project will address?
Locating the National VA History and Heritage Center on the Dayton VAMC campus will add local jobs to West Dayton, and increase tourism by providing the western "anchor" to a Historic Tourism Corridor running from the Dayton VAMC to the Huffman Prairie. Further, by establishing such a center, the Department of Veterans Affairs significantly enhances its ability to preserve its history, and provide its leadership, employees, medical center staff, researchers, and the public access to that history.
