Clark State proposes the renovation of the Brinkman Educational Center, located at 100 South Limestone Street in downtown Springfield, into a Center for Workforce Development. The Center will serve as a one-stop-shop for local and regional employers’ training needs. The Center will be equipped with state-of-the-art presentation technology including video-conferencing capabilities and high speed internet access via the fiber-optic network in the downtown area. The repurposing of this building will bring more businesses downtown and will encourage new businesses to locate in Springfield.

Community Impact and Job Creation
40. What is the community issue or need that your project will address?
Built in 1975, the Brinkman Educational Center has over 14,000 square feet of space with significant parking adjacent to the building. The Center serves approximately 4,000 people from area businesses annually through facility rentals and specialized training seminars for companies like Assurant and Code Blue. In addition, rooms are rented for corporate board meetings, union negotiations, and strategic planning. However, options for businesses at the Center are limited by an outdated building configuration and technology inappropriate for critical corporate training and functions.
41. What is the measurement that will be used to determine whether the project was a success?
This project’s success will be determined by the number of businesses using the Center for employee training, workforce development, and strategic planning. Clark State will track how many individuals and organizations utilize the Center as a training site and to what extent local businesses utilize the resources available. In addition, the number of new businesses that locate in Springfield will serve as a measure of the Center’s effectiveness. Finally, success will be measured by the number of jobs created and retained as a result of the Center.

With a state-of-the-art training center and Workforce Development Center, existing businesses may consider Springfield for future expansions, while new businesses might locate in Springfield as a result of the workforce development services and employee training capabilities available. However, these developments will likely happen over a longer timeframe.
