National VA History and Heritage Center
SEC/VA has designated the Dayton VAMC as home for the National VA History and Heritage Center. Local and SEC/VA officials have determined four existing historic VAMC facilities (Buildings 116, 129, 225, and 226) are required to house the Center. Building 116 will provide public access to the Center, building 129, will be used for artifact storage and restoration, and buildings 225 and 226 will house Center staff and provide education space. Total facility projects cost is estimated at $28.3M.

The Dayton VAMC has already awarded stabilization design and construction contracts and a renovation design contract for building 116, as well as a stabilization design contract for building 129 - contract totals equal $1.5M. In addition, the VA intends to award a stabilization construction contract for Building 129 in FY2019 - estimated value is $.8M.
Long range VA facilities planning includes $4.0M in FY 2020 for renovation and $5.0M in FY 2022 for restoration of building 116. Further, VA facilities planning includes a single merged renovation/restoration contract, estimated at $10M, in FY 2021 for building 129.
Buildings 225 and 226 contracts, estimated at $7.0M total, have yet to be definitized.
The $5.0M requested in this PDAC submission seeks to accelerate the $5.0M building 116 restoration contract from FY 2022 to FY 2020. By doing so, the VA can have both renovation and restoration contracts for building 116 awarded in FY 2020, and can focus on the planned merged renovation/restoration contract for building 129 in FY 2021.

The VA and a coalition of local organizations have signed a MOA to: (1) establish the Center in Dayton, and (2) create a National VA History and Heritage Center Foundation to support and advance public and private partnership collaborations for Center sustainment. The Dayton Foundation, one of the MOA partners, has established a local committee who's purpose is to establish and operationalize the National VA History and Heritage Center Foundation. Start up funding for this committee has been received, and the committee has met several times to create the organizational and business plans necessary for the Foundation.

Community Details
Locating the National VA History and Heritage Center on the Dayton VAMC campus will add local jobs in West Dayton and increase regional tourism by providing the western "anchor" to the Historic Tourism Corridor running from the Dayton VAMC to Huffman Prairie.
Further, by establishing the Center in Dayton, the Department of Veterans Affairs can leverage the region's specialized degree programs and expertise in artifact management, to enhance the VA's ability to preserve and manage its historic artifacts nationwide, and provide its leadership, employees, medical center staff, researchers, and the public access to its history.
Finally, a VA History and Heritage Center here in Dayton which captures the history and contributions of the Veterans Affairs Federal Agency, will compliment the new National Veterans Memorial and Museum, recently opened in Columbus OH, which houses the stories of the service and sacrifice of our Nation's veterans and their families.
