National Aviation Heritage Area Reauthorization
In 2004, the United States Congress designated the National Aviation Heritage Area (NAHA). The Area includes eight counties in southwest Ohio. The coordinating entity for NAHA is the National Aviation Heritage Alliance headquartered in Dayton, OH. When a national heritage area is authorized by Congress, the designation lasts in perpetuity, but the funding has a finite ceiling and time period. This request is to have Congress extend the authorization to receive funding beginning in 2020.

This project has received $3,772,854 from the National Park Service's Heritage Partnership Program (FY 2015-2018) and it has raised an additional $11,456,186 during that same time frame in non-federal funding from a variety of private, state and local government sources. The Heritage Partnership Program will be the source of future funding provided NAHA is reauthorized to receive such funding.

The National Aviation Heritage Alliance has successfully raised the necessary matching funds (1 to 1 match required to receive the federal funding) since the establishment of the National Aviation Heritage Area in 2004. It is anticipated the Alliance will continue to exceed the non-federal match for the foreseeable future though private, corporate, foundation dollars and in-kind donated services. It is important to note, however, the federal funding is critical to raising the non-federal match.

Community Details
Continued funding will encourage and facilitate increased collaboration among heritage area partners to promote heritage tourism and to develop educational and cultural programs for the public in the Dayton region. It will facilitate historic preservation and interpretation at the sites associated with the region's rich aviation history. It will also provide a management framework to assist in conservation of aviation heritage and development of policies and programs of the Heritage Area. This funding will help support and enhance the Dayton region's most significant aviation heritage organizations.
There are several measurable outcomes anticipated with the continued funding of the National Aviation Heritage Area. First, there will be an increase in visitors to the Area and a direct economic impact to the Dayton region. Second, there will be continued preservation and restoration of the region's aviation heritage area assets. Most notably will be the completion of the restoration of the Wright Company factory site and development of the National Park unit. Third, the funding will sustain aviation heritage organizations due to collaborative promotional and operational activities including volunteer recruitment, staff training and marketing. From large organizations like the National Museum of the United States Air Force and the Dayton Aviation Heritage National Historical Park to smaller groups like Wright B Flyer and the Armstrong Air and Space Museum, the level of cooperation among these groups has never been better due to the National Aviation Heritage designation and funding.

The economic impact model produced by Economic Stewardship, Sturgeon Bay, WI for the National Aviation Heritage Area has established that nearly 650 direct jobs come from the region's aviation heritage activity. It is estimated that 20% of those jobs are being impacted directly by the Heritage Partnership Program funding and hence directly supporting the retention of at least 130 of those jobs within the next two years.
