Piqua Public Safety Regional Training Center (PPSRTC)
The PPSRTC is an emergency response training center located at the former Piqua Water Treatment Plant. This facility supports fire testing by private companies and training of firemen and Bowling Green State University (BGSU) students. The City proposes to expand this facility to meet demand by adding a second concrete testing platform, adding additional classroom and research labs and an underwater diver rescue training facility.

The improvements paid for by the funds requested will construct a new concrete testing pad with burn building, build a new facility for classroom and research laboratory space, and make upgrades to a former clarifier tank for an underwater dive rescue training facility. Other improvements have been made recently to support this, funded by public and private partners. WESS built a concrete testing pad for a cost of $30,000. BGSU has made facility improvements, including a $12,000 “burn building,” which is constructed from Conex shipping containers. These improvements are representative of the commitment these groups have to this facility and its success. The City of Piqua spent $16,500 on rehabilitation to the chlorine building.

There are planned improvements as well. WESS plans to make several improvements, including a ventilation system and electrical work, for $40,600.

Community Details
This facility is growing in both local, national, and even international interest for emergency response training. Locally, emergency response departments in the surrounding 14-county area use this site to train their crews through the partnership with BGSU. An opportunity to train at a specialized site creates more effective emergency response operations in communities in western Ohio. Furthermore, BGSU uses this site for their State Fire School, which provides degrees and certifications in Fire Science, Fire Administration, and emergency response-related topics, currently training up to 250 firefighters per year. Expansion and renovation of this facility would allow more students to be trained using more effective means. These graduates will work in communities throughout the state and the country.

The site also provides a location for testing for private entities. Companies from around the country and the world test technology products and their response to fire as well as rescue equipment deployments in varied situations. The project will expand the number and scope of testing that can be conducted, allowing the private service to grow. This benefits the community on two fronts. First, the travelers use local businesses during their stay and pay for use of the facility. Secondly, the products being tested become commercially available and safer for those in Ohio and elsewhere.

This facility fulfills a different need than Wright State University’s National Center for Medical Readiness (known locally as Calamityville), which focuses specifically on medical response in emergencies and disasters.
Performance will be measured by comparing the number and type of testing performed at the facility, number of BGSU students trained, and number/hours of training conducted for first responders.
