I-675/Wilmington Pike Interchange Preliminary Engineering
The I-675/Wilmington Pike Interchange Preliminary Engineering project will provide preliminary engineering and project management services related to interchange modifications and secondary roadway improvements. Investments by Miami Valley South and Sinclair College, the growth of the Cornerstone, and increased residential development throughout the area have stressed the existing infrastructure. This transformational project will accommodate future development opportunities and improve safety.

The proposed preliminary engineering is the initial step to increasing the capacity of the existing interchange at I-675 and Wilmington Pike and surrounding infrastructure. These improvements will allow the infrastructure to absorb the traffic growth from adjacent development. Recent investments by Premier Health Miami Valley South and Sinclair Community College, coupled with the continued growth of the Cornerstone of Centerville and anticipated residential development throughout the project study area have stressed the existing interchange, leading to delays and traffic stacking.

An analysis by the Miami Valley Regional Planning Commission (MVRPC) in 2015 assigned this intersection an “F” for the level of service (LOS) based on MVRPC’s evaluation of existing infrastructure (2010) and long range transportation plans (2040). Infrastructure with “F” LOS designations are characterized by significant traveler delay and recurring congestion.
The success of this project will be measured by the functionality of improved traffic flow and the ability of the transportation system to support current and future development. Key indicators include an improvement in the LOS for this interchange and a decrease in the number of accidents. Additional success measures will include new private commercial investment and increased employment at businesses located in close proximity to the interchange.

42: This is a conservative estimate derived from 1) the continued growth of Premier Health Miami Valley South, which completed a 170,000 SF expansion in December 2018 and committed to creating 100 new jobs, 2) continued investment at Cornerstone North, 3) development of 72 acre Cornerstone South mixed-use development, and 4) projections for additional commercial development along Wilmington Pike based on transportation impact study (TIS) modeling.

43: GIS data for the estimated 254 businesses located within one (1) mile of the I-675/Wilmington Pike interchange reflects approximately 3,500 employees. We anticipate the majority of these positions will be retained at the current LOS. A decrease in the LOS may adversely affect employment leading to a reduction of up to 10%.

44: This reflects direct and induced jobs from the complete build out of Cornerstone North and South, employment growth at Miami Valley South, and additional commercial development along Wilmington Pike.
