National Veterans Affairs History Center (NVAHC)
SEC/VA has designated the Dayton VA Medical Center (DVAMC) as home for the NVAHC. Three buildings are required to house the "baseline" Center - two existing historic DVAMC facilities (buildings 120 and 126), and a new building to be constructed. Building 120, the Putnam Library, will house the Public Archives Research Center; building 126, the former warehouse, will be used for the Center's artifact storage and restoration; and, the newly constructed building will house the NVAHC Museum.

Project cost, in addition to the requested $5M, is $70.24M.

The added cost to stabilize, renovate, and restore (a working buildout of purpose-specific improvements with equipment)buildings 120 and 126 is $25.04M. The DVAMC has already obligated, or reserved for obligation, $8.24M of that total.

The cost to construct and equip a new building for the NVAHC Museum is $45.2M which will be sought through a fundraising campaign from private/corporate donors.

The VA and a coalition of local organizations have signed a MOA to: (1) establish the NVAHC in Dayton, and (2)create a National VA History Center Foundation (NVAHCF) to support and advance public/private partnership collaborations for Center development and sustainment. The Dayton Foundation, one of the MOA partners, lead the gathering of funds from all MOA partners necessary to charter and establish the initial NVAHCF Board. This board is now updating the original MOA, and has consulted with commercial fund raising firms to help us definitize our fund raising campaign plan to approach potential private and corporate donors. The board is now initiating that campaign plan.

Community Details
Locating the NVAHC on the Dayton VAMC campus will add local jobs to West Dayton and increase tourism by providing the western "anchor" to a Historic Tourism Corridor running from the Dayton VAMC to the Huffman Prairie. Further, by establishing the Center in Dayton, the Department of Veterans Affairs can leverage the region's specialized degree programs and expertise in artifact management(for example the VA has already filled two curator and archivist positions at the Dayton VAMC) to enhance the VA's ability to preserve and manage VA artifacts nationwide, and provide its leadership, employees, medical center staff, researchers and the public access to its organizational legacy and contributions to our nation. In summary, this project: (1)creates new jobs in Dayton, (2) increases visitor/tourist attendance in the region, (3) allows the to satisfy SEC/VA mandate to improve management of its heritage artifacts nationwide, and (4) highlights and showcases the enormous contributions the VA , and importantly, the Dayton VAMC, has made to our citizens.
The NVAHCF has provided input to Congressman Turner's staff in support of his request for a $3M, FY 2024 grant from the Housing and Urban Development Community Development Fund's Economic Development Initiative

We estimate 130 short term construction jobs will be required to complete design and construction efforts for the three buildings. Further, by using other historic tourism activities (Wright Dunbar, Carillon Park, NMUSAF, and Huffman Prairie) as reference points, we estimate 400 new long term historian, archivist, curator, retail, tourism and education jobs will be created on the Dayton VAMC campus and in the Dayton region to support a fully operational Center.
