Fairfield-Polecat Safety Enhancements
Yellow Springs attracts 1000s of visitors weekly with our many recreational, shopping & entertainment amenities, significantly contributing to regional commerce and quality of life. The Little Miami Scenic Trail connects our Village to the region and its Ellis Pond Park spur needs safety enhancements at its Polecat, an arterial road, intersection. Fairfield is a collector coming from Fairborn - the speed limit quickly drops, which needs to be addressed by safety measures given lack of sidewalks.

The Yellow Springs Community Foundation is a possibility, but there has not been a formal request. The community has prioritized safety given the many students who walk or bike to school and the amount of speeding that we experience given that Yellow Springs is a destination. Notably, a 15-year-old was recently killed when crossing at the Polecat Road intersection of the Ellis Pond Park Spur. This has become a critical need that we have not been able to budget for.

The Village of Yellow Springs has reached out to ODOT re: Systemic Safety Funding and technical assistance, and it seems that at least some aspects of this project should be eligible for Transportation Alternatives funding.
Community Details
Ellis Pond Park is well-used by residents and visitors, providing picnic shelters, fishing, hiking, an arboretum and special connections to recreation and nature that support physical & mental health and wellbeing. As a part of the Nation’s Largest Paved Trail Network, the Little Miami Scenic Trail and its spur to Ellis Pond extend a linear park that brings significant economic activity to the Miami Valley, attracting businesses, families and talented individuals. Importantly, we must ensure safe connections to our recreational amenities, and this project is an opportunity for the Village, Township and County to work together to achieve regional and state goals that ensure better quality of life for all Ohioans. Many residents walk or bike to school, work and other activities, and entryways to the Yellow Springs require safety enhancements to keep both the visitors and residents of our community safe.
The Village of Yellow Springs has requested several earmarks, including for our Yellow Springs-Clifton Connector shared-use trail and Springs-Net municipal broadband projects, but these have typically been in years that while we were on the list, the earmark process did not move forward in the budget. Although not an earmark, we are currently implementing a $1.8 million federal surface transportation grant that is creating a multi-modal path along the main entrance to the Village with complementary traffic calming features. Additionally, Representative Turner, Senator Brown and Senator Vance have written letters in support of our RAISE grant application to develop the YS-Clifton Connector.

This project is eligible for a state capital appropriation because its focus is on safety enhancements for a multi-use trail that will protect pedestrians and cyclists that are using this infrastructure for recreation and transportation. While some on-street treatments are part of the project, they are included to promote safe use of this linear park amenity.
Yes, we received a $25,000 capital appropriation in FY2019-20 to support development of our Yellow Springs-Clifton Connector Trail project, and the Village of Yellow Springs has also support local institutions such as the Glen Helen Nature Preserve and WYSO in securing state capital appropriations.
