Corry St Affordable Housing Readiness- Sewer & Storm Relocation
Yellow Springs is a very attractive community, partly due to its walkability and access to recreation & services – an ideal place to ‘age in place’ and to work, live & play. To help address the local housing crisis, several Village-owned properties have been identified. Recently, a 3.2-acre tract of land near downtown was returned to the Village, providing an ideal place to build affordable/workforce housing. This project is readiness for development, primarily moving a sewer & stormwater line.

Village Affordable Housing Fund - $100,000 committed in current budget for building affordable housing

Two years ago, the Village of Yellow Springs established an Affordable Housing Fund, which is directly funded by ‘affordable housing mitigation fees’ from our non-operator occupied transient guest lodging establishments, and this upcoming budget year, FY2024, $100,000 has been appropriated to the Fund for building affordable housing. In addition, the Village works closely with our local community development corporation – Yellow Springs Home, Inc. – to identify additional funding opportunities from state and federal entities such as the OHFA & USDA. We are hopeful that this project will attract these funds given our success in past endeavors that have built/are building more than 50 affordable housing units, and due to the critical community need.

Community Details
Given the high demand for housing in general, and the specific interest in Yellow Springs given its livability/walkability, local housing prices have skyrocketed and long-time community members are being priced out of the Village. Additionally, our local workforce is generally unable to live in town due to lack of availability, which drives extremely high costs. Approximately 1200 people (33% of population) live outside of Yellow Springs and commute to work in Yellow Springs every day. Increasing units – rentals and home ownership – is an important strategy for all municipalities, and Yellow Springs is uniquely positioned to accommodate a larger and diverse population given our local amenities, utility capacity and schools of excellence. The Village hired Bowen National Research to conduct a community-wide housing needs assessment, and the study was completed in 2018. This study indicates an immediate community need of 502 rental and for-sale units. With approximately 1,670 total households in Yellow Springs, this represents a housing need for 30% of our community members. In 2023, a housing production review was conducted and 18 subsidized units (rent and for-sale) were added from 2018-2023, while over 110 market-rate, for-sale units entered the market, continuing to highlight the community need for affordable housing units.
The Village of Yellow Springs has requested several earmarks, including for our Yellow Springs-Clifton Connector shared-use trail and Springs-Net municipal broadband projects, but these have typically been in years that while we were on the list, the earmark process did not move forward in the budget. Although not an earmark, we are currently implementing a $1.8 million federal surface transportation grant that is creating a multi-modal path along the main entrance to the Village with complementary traffic calming features. Additionally, Representative Turner, Senator Brown and Senator Vance have written letters in support of our RAISE grant application to develop the YS-Clifton Connector.

This project is eligible for a state capital appropriation because its focus is on developing affordable/workforce housing units to address the high demand for residential options in the Village of Yellow Springs, which unmet adversely affects residents and workers in our region while limiting economic growth and quality of life. While the major component of the project is a sewer line replacement, the focus of the initiative is to develop highly needed workforce/affordable housing stock.
Yes, we received a $25,000 capital appropriation in FY2019-20 to support development of our Yellow Springs-Clifton Connector Trail project, and the Village of Yellow Springs has also support local institutions such as the Glen Helen Nature Preserve and WYSO in securing state capital appropriations.
