Tech Fundaments: IT Workforce Training and Job Placement for Military Veterans and Young Adults
Tech Fundamentals is a market-based, and participant-centered solution to the lack of quality job opportunities and career pathways for non-traditional job seekers at risk of falling behind in the digital economy. The program includes 16 weeks of instructor-led training, paid internships, apprenticeships, and the opportunity to earn industry-recognized programs. The students will also receive mentoring, employment readiness workshops, job placement assistance, and ongoing social supports.

The City of Dayton has provided $300,000 in start-up funds for 2023 operations and programs.
The Michael and Susan Dell Foundation will be providing $300,000 in 2024 to support NPower Ohio in further expansion efforts.

NPower’s national offices has received funds from the Department of Labor to support apprenticeships across the country. NPower sites in 10 states benefit from this support but NPower Ohio would not be applying for federal funds for this program.
Community Details
The thriving tech industry has shown an ever-growing demand for skilled talent and an enduring lack of diversity in its workforce. Employers are making concerted efforts to find diverse workers, yet often it seems too few applicants have the qualifications needed. U.S. Tech sector employment is projected to grow fastest in all occupations, adding over 530,000 new jobs by 2029 (U.S. Bureau of Labor Statistics). Unfortunately, access to tech sector employment is often limited to those with the means to afford costly post-secondary education, tech training, industry credentialing, and professional connections, leaving large populations of capable young people, especially black, indigenous, and people of color (BIPOC), veterans, and women, with limited opportunities with which to obtain meaningful and lucrative career opportunities.

In addition, young people today face a significantly different world of work than previous generations. Accelerated waves of technological advancement have led to increased prosperity and job creation for some, a widening skills gap, and job displacement for many others. Gone are the days of entry-level jobs that, for generations, afforded young people a foothold in the workforce and economy. Employers urgently need new workers with skills such as teamwork, problem-solving, communication, and adaptability as opportunity youth need access to skills training, work-based learning, and family-sustaining employment.

Tech talent in Dayton is in high demand. A 2021 CBRE report identified Dayton as a top “emerging” hub for technology talent and job growth. The area’s tech employment in 2020 was 18,930, with growth in tech jobs over the previous five years at 31% and tech wages averaging just over $90,000.

Despite this demand, many workers without post-secondary credentials face diminished job prospects. Less than 3 in 10 adults in Dayton possess an associate degree or higher, and that rate is even lower for Black and Latino residents. 8 in 10 service members leave the military without a job. In Ohio, Black and Latinos make up only 9% of the tech workforce.
NPower Ohio has not received Congressional earmarks but did apply in 2023 to Senator Brown’s office for an appropriation.
