onMain: Dayton’s Imagination District – Infrastructure Development
onMain seeks funding for Phase I infrastructure that will set the stage for redevelopment of the 38 acre former Montgomery County Fairgrounds property. This mixed use development site will be a regional asset that emphasizes employment and includes housing, retail and community uses. The development will establish a unique platform to create and demonstrate solutions cross a range of disciplines including health care, energy, housing, environment, business creation and well-being.

onMain has applied for $3.5 million from JobsOhio from their Site Redevelopment Pilot Program.

The onMain’s partners; Premier Health and the University of Dayton, have already invested $12.5 million acquiring the property, preparing the site for development and creating the vision for the onMain District. In addition, the onMain partners are prepared to fund at least 50% of the $29.5 million required for the Phase I infrastructure via a financing plan made possible with the recent designation of the site as Community Reinvestment Area. Completion of the Phase I infrastructure will create development sites that will yield at least six buildings, up to 400,000 sf of office/lab space (2,700 jobs), 40,000 sf of retail space and 350 housing units.

onMain will be pursuing Federal funding through the Army Corps of Engineers and the Economic Development Administration. At the State level, additional funding opportunities through Jobs Ohio and the Development Services Agency will be explored.

The onMain partners, each with longstanding, civic-minded commitments to the City of Dayton and the greater Dayton region, have together cast a vision to create a district that offers a unique setting for nurturing creativity and innovation. The vision reflects the mission and values of Premier Health and the University of Dayton by integrating environmental sustainability and wellbeing. The onMain District will build on the momentum of development that has occurred in the surrounding area over the past 20 years in response to the significant job loses that occurred with the de-industrialization of Dayton and the broader Miami Valley area in the later portion of the 20th century. Notable investments since 2001 include the MVH Southeast bed tower, General Electric EPISCenter, Emerson HELIX, Goodwill-Easter Seals headquarters, the Flats at South Park, and the revitalization of Brown Street business district. The development of the onMain District site will be a regional focal and coalescing point for new job opportunities in research, health care, innovation and the related industries that support those sectors. The master plan for the district will create a setting that connects people, neighborhoods and institutions in and around the immediate area like none other in the Dayton region and perhaps the State.
The physical redevelopment of the onMain District’s 38 acre site will result in new jobs, tax revenue, public amenities, community pride and a robust level of continuous activity on this 38-acre site that has generated very little of these measurables for more than 100 years.

All jobs in the onMain District will be new. There are currently no jobs on the site. Historically, the Montgomery County Agricultural Society had fewer than 5 full-time people on the site. Those jobs have been transferred to the new Montgomery County Fairgrounds located on Dayton-Liberty Road. The number of jobs to be created was based on an economic impact study completed by economic development analytics consulting group; IceMiller Whiteboard.
