The City of Centerville will contribute City funds from our capital improvement budget and pursue other sources of funds, including community sponsorships and other state and non-profit grants. The City has budgeted $5,215,000 for construction of this project and is committed to financially supporting this project. In 2020, this project received $800,000 in State Capital Improvement funds for Community Parks, Recreation, and Conservation projects. This was appropriated by the 133rd Ohio General Assembly through Senate Bill 310. The City is seeking additional State Capital funds for this project as the project scope and cost estimates have increased since this award. Additional scope includes drainage and water quality improvements to improve aquatic habitats and stormwater management, 1.5 miles of paved asphalt trails, and the creation of a community gathering space in the amphitheater plaza. This additional scope, coupled with inflationary increases, has increased the project’s total cost from $3,600,000 to $7,500,000.
In 2021, this project was awarded $150,000 from the Recreational Trails Program grant funded by the Federal Highway Administration. The City will pursue other sources of funds, including community sponsorships and other state and non-profit grants to cover a portion of construction costs. Community Details
Stubbs Park is a 60-acre park in the heart of Centerville adjacent to the City’s Police Department. The park serves as a recreational destination for the citizens of Centerville as well as visitors from throughout the Dayton region. The park’s attractions include over 2.5 miles of paths, a community amphitheater, the Miami Valley Firefighter and EMS Memorial, the Veteran’s War Memorial, an 18-hole disk golf course, an in-line skating rink, several children’s playgrounds, and a cricket pitch. One of the park’s most popular events is the Stubbs Park Summer Concert Series which hosted more than 45,000 attendees in 2023. A community-wide Fall Festival brought more than 25,000 attendees to Stubbs Park on a single afternoon in September 2023.
Discovering the need to improve park utilization and event-hosting capabilities began in 2018. At this time, the City created a Five-Year Strategic Plan with input from City staff, City Council, community leaders, and citizens of Centerville. Public input indicated a community desire to strengthen and improve all aspects of City parks. Strategy 4.2.5 of the Strategic Plan directs staff to “Strengthen the value of City-owned parks and promote the unique activities offered”. The Strategic Plan also included an implementation strategy that tasked City staff to commission a concept plan and conduct planning and design of necessary improvements to Stubbs Park. To carry out this strategy, the City created a request for qualifications and contracted with landscape architecture firm MKSK to create the Stubbs Park Master Plan. Extensive public input and multiple concept plan iterations indicated that improved park utilization and event hosting capabilities were critical community needs. 555 respondents weighed in on a public engagement survey. This survey revealed that community gathering space improvements were the most important issue for respondents and that attending events was the second most common reason people visited the park. Residents also indicated that they regularly visited neighboring parks instead of Stubbs Park because of the availability of events and programming at those locations. Experts in the building architecture, site/civil, and utility fields also found the following concerns:
• Vehicular and pedestrian circulation concerns
o Main driveway intersects parking lots
o Trails, paths, and parking not ADA compliant
o Inability to close internal roads for events

• Drainage and water quality concerns
o Ineffective ditches and swales lead to stagnant water and mosquito issues
o Shallow retention ponds do not allow for a healthy aquatic ecosystem and attract geese

• Park amenity concerns
o Amphitheater lacks ADA compliance throughout
o Amphitheater electric, sound and lighting are inadequate
o No defined community gathering space

To address these concerns and to meet the needs of the community, Stubbs Park Community Event Space Improvements includes the following:
• Bandshell
o Strip and treat wood
o Renovate interior greenroom
o Improve theatrical power and lighting throughout

• Amphitheater
o Increase ADA seating, path accessibility, and dance floor
o Create grass terraced seating
o Improve lighting and sound throughout
• Amphitheater Plaza
o Complete concession/restroom remodel and façade and roof improvements
o Expand concession seating area and picnic lawns
o Upgrade parking lot

• Main Entry
o Improve roadway
o Upgrade entryway signage
o Improve Veterans Memorial parking lot

• Pond
o Expand and dredge three (3) ponds north of the amphitheater
o Dredge one (1) pond southwest of the amphitheater
o Consolidate ditches and swales throughout the park

These improvements will allow existing community events, such as the Summer Concert Series and Fall Festival, to be expanded with greater amenities and programming opportunities. Improvements to the bandshell and concession stand will bring the buildings up to ADA compliance and improve usability. Amphitheater Plaza improvements will create a better community gathering space for large and small events. These improvements will help bring people together by creating a sense of place within the park while also installing utility improvements that will improve the Park’s ability to host food trucks. Water quality improvements will help create a healthier aquatic ecosystem in the park that also better manages stormwater. Lastly, driveway and parking improvements will create improved vehicular and pedestrian safety while also increasing ADA accessibility so park users of all abilities can enjoy the amenities the park has to offer.
